helium/ui/tabs: update tab group ui, fix ntp button overlap, fix padding
...
- tab group header is now positioned properly
- tab group header is now colored like bookmarked tab groups
- moved tab underline to top to prevent visual clashing with the location bar, made it skinnier
- new tab button no longer sits on top of tabs, caused by minified outer margins of tabs
- fixed padding inside tabs to be visually 6px everywhere
