[core,settings] Fix MONITOR_DEF settings

* Make FreeRDP_MonitorLocalShiftX and FreeRDP_MonitorLocalShiftY signed
* Add function freerdp_settings_set_monitor_def_array_sorted to proplery
  align the MONITOR_DEF array according to RDP requirements
